Video Conference re. Outfall Project Mon. 9/22/25 6pm

Published by the Falmouth Enterprise, Friday, 9/19/25, page 2.

The town has filed an Environmental Notification Form with the Executive Office of Energy and Environmental Affairs for the ocean outfall for discharge of tertiary treated wastewater approximately 2,300 feet south of Falmouth’s south coast into Nantucket Sound.

The Environmental Notification Form establishes the ocean outfall as the town’s planned strategy for treated effluent discharge and initiates scoping of the Environmental Impact Report for the project.

The project will involve the construction of a six-mile long pipeline from the town’s Main Wastewater Treatment Facility to the discharge point offshore in Nantucket Sound. The pipeline will have the capacity to convey and discharge an average annual flow of 3 million gallons per day of treated wastewater. A diffuser system will be installed at the seaward end of the outfall pipe to disperse the discharge. The offshore portion of the pipeline will be installed using horizontal directional drilling.

A remote public consultation session will be held by video conference on Monday, September 22, beginning at 6 PM, to receive advice and comments from agencies, officials and residents regarding which environmental issues, if any, are significant for this project. (bolding by FHMNA)

The video conference will include an introduction by Alex Strysky, the Massachusetts Environmental Policy Act contact for this project, a presentation by the town introducing the project and the contents of the Environmental Notification Form and an opportunity to provide initial comments.

Comments on the project may be submitted by email to alexander.strysky@mass.gov or via the MEPA Public Comments Portal. Comments are due on or before Tuesday, September 30. (bolding by FHMNA)

The state expects to issue a certificate for the Environmental Notification Form on Friday, October 10. There will be additional opportunity for public comment on the project after the issuance of the Draft Environmental Impact Report.
